Washington is prepared to let Mythos back through the front door on its own terms, while blocking the commercial back channel Anthropic was quietly building in parallel. The result is a policy standoff nested inside a policy reversal, both occurring in the same week.

That enforcement architecture is more consequential than the Mythos debate in isolation. Mythos is the current capability frontier, but it is not the last one. A standing legal framework for conditional supply chain exemptions would allow future administrations to manage the next capability inflection without cycling through a ban-and-reversal sequence. The Anthropic case, for all its particularity, is functioning as the design prototype for how the federal government learns to govern AI systems powerful enough to be dangerous and too strategically important to exclude.

The window for Anthropic to reach terms is open, but it is narrowing. Acceptance on the government's framework means Mythos deployments touching national security infrastructure will operate under federal audit rights and usage restrictions, with Anthropic's acceptable use restrictions converted from voluntary policy into binding contract terms. Rejection reactivates the designation with stronger institutional precedent behind it, and with an executive order framework in place that makes the label more durable the second time around. Neither side publicly acknowledges that dynamic, but the pace of the White House outreach, the Wiles-Bessent-Amodei meeting, and the Bloomberg report's timing make the underlying logic clear. This is a negotiation with a deadline, and the deadline is the executive order.
